The Secretariat of the Pacific Regional Environment Programme (SPREP) is an intergovernmental organisation charged with promoting cooperation among Pacific Islands countries and territories to protect and improve their environment and ensure sustainable development.

The Issue

SPREP is committed to better managing the environment within the context of sustainable development. With 21 Pacific Island member countries and territories, SPREP aims to achieve environmental outcomes for the Pacific Islands region. SPREP was seeking an open-source tool that provides users with guidance, tools and templates for initiating, planning, managing and learning for MMEL. With many resources available online, it can be difficult for government, community groups and individuals to locate resources relevant to their specific needs. A decision support tool that guides users to relevant resources was required to help climate initiatives and sustainable national development plans for the Pacific region.

What is MMEL?

The three components of Monitoring, Evaluation & Learning (MEL) are designed to enhance the effectiveness and accountability of projects and programs by ensuring they are on track, achieving desired outcomes, and continuously improving based on evidence and feedback.

The Solution

The online tool is open source and aims to support national, sub-national and community planning processes. It provides links to resources and information for planners to mainstream and integrate climate change in planning and decision-making processes to ensure climate change adaptation and national development plans are implemented. By following prompts within the tool, the user is guided to relevant resources based on their profile, industry and area of need. The unique benefit of this tool is that a user does not need to know exactly what resource they are trying to locate, but instead will be directed to resources that match their profile.

The open-source online MMEL tool makes it easy for users to locate a range of climate resources relating to their MMEL activities.
